You are herby summoned to attend the Parish Council meeting of Ulley Parish Council. The agenda is below and support papers are attached.

Formal Meeting of the Council

In accordance with Opennes of Local Goverment Bodies Regulations 2014, audio/visual recording and photography at Council meetings is permitted in accordance with the Council's protocol "Filming of Public Meetings"

Public Session

A public session of about 15 minutes will commence prior to the formal meeting in accordance with Section 3 of Council's Standing Orders.

Agenda

  1. To elect a Chairman of the Council and recieve Chairman's Decleration of Acceptance of Office.
  2. To elect a Vice Chairman
  3. To recieve and approve apologies for absence.
  4. To consider and agree representation on outside bodies:
    a) Penny Hill Wind Farm Liason Committee
    b) Yorkshire Local Council's Associations
    c) RMBC Parish Council Network Meeting
    d) Aughton & Swallownest CAP Meeting
    e) Multi Agency Meeting 
  5. To confirm the schedule of meetings for following year as follows:
    26th July
    27th September
    29th November
    31st January
    27th March
    29th May (Annual Parish Meeting)
    29th May (Annual General Meeting)
  6. To note any declerations of intest on items to be discussed at this meeting
  7. To consider any matters whichshould be dealt with in confidential session(items for which the Press and Public may be excluded further to the Public Bodies (Admission to Meeting) Act 1960)
  8. To approve and sign the minutes of the Council meeting on 29th March 2023 an the Extra Ordinary meeting on 3rd May 2023
  9. To recieve written applications and to co-opt a canditate to fill the existing vacancies for Parish Councillors.
  10. To recieve a report from the Millenium Trust
  11. To recieve an update from the Parish Plan Steering Committee
    a)Play Area
    b)Parish Plan
  12. To consider any issues arising from the management of the Play Area, including:
    a)Monthly inspection report
    b)To discuss signae in the Play Area
    c)To discuss the plan for the weekly inspections
    d)To discuss the goal posts
    e)To discuss the launch event
    f)To agree and confirm payments
  13. To recieve an update on the Village Hall
    a)Discuss the progress of the wall
    b)To approve the qoutation for defibrillator pads
  14. To discuss the new shed for storage equipment
  15. To recieve and update on the Memorial bench
  16. To recieve and update on speedng ant highways matters
  17. To recieve and update on Footpaths and Rights of Way
  18. To recieve an update on Greenspaces/Wilding Developments
  19. To consider any Planning aApplications recieved since the last meeting
  20. To recieve a Financial update including
    a)To recieve the final year-end accounts to 31st March 2023
    b)To recieve the Internal Audit Report from Voluntary Action Rotherham
    c)To approve the Annual Governance and Accountability Return 2022/2023
    d)To receive a report to 40th April 2023,ncluding Bank Reconcilliation, Payments for Authorisation inclding overtime paid to the clerk & Budget vs Actuals
    e) Insurance renewal
    f)Review Bank mandate for signatories & consider dual authority for BACS payments.
    g)Review Direct Debits
    h)Review Ringfenced Funding
    i)Review Reserves
  21. To consider a review of policiies, including:
    a)Code of Conduct
    b) Play Area Policy & Risk Assessment
    c) Financial Regulations
  22. To consider any general correspondence recieved, including:
    a)White Rose Update
    b)CAP Meeting
    c)Multi Agency Meeting
    d)To consider request from a resident regaridng Waste in the Play Area
    e)To consider a request from a resident regarding Dog Fouling
  23. To consider any agenda items and arrangements for the next Meeting of the parish council n 26th July 2023.

PARISHIONERS ARE ENCOURAGED TO ATTEND MEETINGS OF THE PARISH COUNCIL AND ARE PERMITTED PARTICIPATION IN THE PUBLIC PARTICIPATION SECTION, BUT NOT IN THE DECISIONS ON OTHER AGENDA ITEMS, SPEAKING ONLY WHEN SPECIFICALLY INVITED TO DO SO BY THE CHAIRPERSON
